The application process for Malta Citizenship by Naturalisation for Exceptional Services by Direct Investment undergoes comprehensive evaluation, involving a four-tier due diligence process. To qualify, applicants must satisfy the following requirements:
Applications must be submitted on the designated forms along with the requisite fees and specific documents. Stringent due diligence checks are conducted, and any application containing false information or omissions will be rejected.
Upon passing Tier 1 due diligence checks conducted by the Community Malta Agency, the application for a residence permit will be lodged. Following the acquisition of residency, an eligibility application will be filed, and further due diligence checks (Tiers 2, 3, and 4) will be conducted by the agency. The findings will be presented to the relevant Maltese minister, who will determine the applicant’s eligibility to apply for citizenship.
If approved, a citizenship application will be submitted to the Community Malta Agency after 36 months of residency (or 12 months under exceptional circumstances). Once the minister has decided on the applicant's eligibility for Maltese citizenship, the successful candidate must fulfill the outstanding investment, donation, and property requirements. Subsequently, the applicant will be invited to take the oath of allegiance in Malta and will be awarded a Maltese certificate of naturalization.
The Community Malta Agency will conduct continuous monitoring for a period of five years.
There are no restrictions on dual citizenship in Malta.
